[Kratos] ANNOUNCEMENT: a new function to refine an existing tetrahedral mesh

Hello everyone,
    i am writing to inform that two new functions are available to allow
the refinement of an existing simplex mesh. This was done by Nelson,
Pooyan and me during the last months, but i believe that it is a very
useful feature and i hope we will all be able to take advantage of it

please note that the Interpolation of internal variables is still not
done for the 3D case, and needs some work for the 2D too. I believe
however it should be rather trivial to implement. Nelson, Janosch,
please have a look to the code and agree about how the thing should be
done.

BTW. kratos can now compile with clang both on Linux and on Mac (for
this second one i did not verify). Please note however that some issues
are left with the linux version and apparently there is a seg fault on
exit.
